Quick answer: Our base case for Q4 2026 is about 70 luxury closings ($1M and above) worth roughly $215 million, within a range of 58 to 80 closings. Through November 3 the island already recorded 28 luxury closings worth $85.3 million and has 45 pending luxury contracts worth $165.3 million. That would be fewer units than Q4 2025 (99 closings) but a higher average price. These are estimates, not published statistics.
Puerto Rico market forecast Q4 2026: where we stand on November 3
The fourth quarter opened strong at the top of the market. From October 1 to November 3, Stellar MLS recorded 28 luxury closings ($1M and above) worth $85.3 million, an average of $3.05 million per sale against $2.04 million in Q3. The count is on a quiet pace, but the mix is richer: three sales passed $5 million, including a $25 million closing at Dorado Beach Estates on October 16. Taken together, these numbers show where the Puerto Rico market forecast stands today.
Across all price levels the island recorded 214 residential closings in the first 34 days of Q4, a pace of about 580 for the quarter. Q4 2025 closed with 620. There are 1,394 active listings and 398 pending contracts.
Puerto Rico market forecast pipeline: 45 pending luxury contracts worth $165 million
Pending contracts show where December closings will come from. There are 45 pending listings of $1 million or more, with $165.3 million in combined list value: 21 are $3 million or more, 8 are $5 million or more and 7 are in Dorado. The largest pending contract is listed at $22 million. Notable deals help calibrate the Puerto Rico market forecast, but they are single data points, not a trend.
Pending contracts are shown at list price. Not every pending contract closes, and some will close in January.
Puerto Rico market forecast for Q4 2026: three luxury scenarios
We estimate Q4 luxury closings by adding the 28 closings already recorded to the share of the 45 pending contracts that close before December 31, plus new contracts that close quickly, mostly cash. We assume pending contracts close at 91% of list price, the midpoint between the 0.90 average of Q3 and the 0.92 of Q4 so far.
Scenarios are Esteban Sarmiento’s estimates, not published statistics. A single $22M closing moves Q4 volume by about 9%.
| Scenario | Pending contracts that close in 2026 | Luxury closings in Q4 | Volume in Q4 | Versus Q4 2025 (99 closings, $244.7M) |
|---|---|---|---|---|
| Conservative | 55% | ~58 | ~$175M | −41% units, −28% volume |
| Base case | 80% | ~70 | ~$215M | −29% units, −12% volume |
| Constructive | 95% | ~80 | ~$245M | −19% units, flat volume |
Volume falls less than unit sales because the mix is richer: the average Q4 sale so far is $3.05 million, and almost half of pending contracts (21 of 45) are $3 million or more.
For all of Puerto Rico, we estimate about 580 residential closings in Q4 (range 540 to 620) with a median price between $320,000 and $335,000, in line with the $325,000 of Q3.
Puerto Rico market forecast by area: Dorado Beach, Condado and San Juan
Dorado Beach in the Puerto Rico market forecast
Dorado already has 4 luxury closings for $36.7 million in Q4, more than its full Q3 volume of $36.2 million. They include the $25 million Dorado Beach Estates sale and a $7.8 million Dorado Beach East closing on October 2. Seven pending contracts are in Dorado. Expect a strong volume quarter driven by a few large deals, with price per square foot staying negotiated.
San Juan’s Q4 total will rise as pending contracts close: 17 of the 45 pending contracts of $1M or more are in San Juan, 11 of them in Condado and Miramar.
Condado and San Juan in the Puerto Rico market forecast
San Juan recorded 10 luxury closings for $21.6 million so far in Q4, including a $5.09 million sale on October 22. Seventeen of the 45 pending contracts of $1 million or more are in San Juan, 11 of them in Condado and Miramar (ZIP 00907). New luxury towers in presale are scheduled to deliver in winter 2026, which adds inventory and negotiating room for buyers. See our guide to Condado real estate.
Guaynabo and the rest of the island in the Puerto Rico market forecast
Guaynabo has already closed a $4.4 million sale in Monteazul (October 23) and has 10 pending contracts of $1 million or more. Isabela posted a $3.88 million resort sale on October 2. Prices below $2 million remain the most active tier: 17 of the 28 Q4 closings so far.
Act 60 deadline in the Puerto Rico market forecast: December 31, 2026 changes the calendar
Act 38-2026, signed on March 10, 2026, extended the resident individual investor program to 2055 and changed the terms for new applicants. Applications filed on or before December 31, 2026 keep the earlier rules, with interest, dividends and post-residency capital gains generally taxed at 0% through 2035. Applications filed from January 1, 2027 generally pay 4%, and applicants must show they were not Puerto Rico residents during the six years before moving. Decree holders must still buy a primary residence in Puerto Rico within two years.

What this means for Q4 (our estimate, not a measured effect): the deadline can speed up applications and property searches in November and December. Because the home purchase can come up to two years after the decree, closings from this wave spread across 2027 and 2028. After January 1, the 4% rate may cool part of the new demand.
Rates and the economy in the Puerto Rico market forecast
The 30-year fixed mortgage rate averaged 7.24% on October 29, 2026, down from a 7.40% peak in mid-October and well above the 6.17% of a year ago. The 15-year fixed averaged 6.60%. In its October forecast, Fannie Mae expects the 30-year rate to average 7.4% in Q4 2026 and 7.5% through 2027. Price tier matters, because the Puerto Rico market forecast behaves differently at each level.
Rates this high matter less in luxury: 58% of Q3 luxury closings were cash.
Puerto Rico’s economy grows slowly. The Planning Board projects 0.4% for fiscal year 2026 and 0.3% for 2027 in its base case. It sees upside of 2.3% (2026) and 1.0% (2027) from reshoring, reconstruction and tourism, and a downside of −1.6% if oil stays above $100 a barrel. Tourism rose 6% in the first half of fiscal 2026.
What to watch in the Puerto Rico market forecast until December 31
- How many of the 45 pending luxury contracts close, and whether the $22 million contract reaches closing.
- Mortgage rates (7.24% now) and oil prices, the main outside risk flagged by the Planning Board.
- Act 60 filings before the December 31 deadline.
- Delivery of new luxury towers in Condado and new inventory in Dorado and Río Grande.
What the Puerto Rico market forecast means for sellers, buyers and companies
Sellers in the Puerto Rico market forecast
Pending contracts show buyers are active. Price against Q3 and Q4 closings: luxury homes closed at about 90% to 92% of list price. A strong December depends on being priced and photographed before the holidays.
Buyers in the Puerto Rico market forecast
Negotiating room remains: 515 active luxury listings and closings near 10% below list. Buyers planning an Act 60 move should coordinate their decree filing before December 31 and their home search for the following two years.
Companies and executives in the Puerto Rico market forecast
A relocation can start now: the industrial market is tight and the office market is selective, so early site selection matters. We coordinate offices, warehouses and housing for executives and employees.
Methodology
Closed, pending and active data come from Stellar MLS (Matrix) as of November 3, 2026. “Luxury” means a closing price of $1,000,000 or more; pending contracts use list price. Q4 closings cover October 1 to November 3. Scenarios are estimates by Puerto Rico Real Estate based on that data. Fannie Mae’s forecast is from its October 2026 housing outlook, as reported by Florida Realtors.
