Puerto Rico market in 2027: this outlook lays out three scenarios for luxury real estate, what mortgage rates could mean for buyers and how corporate relocation can shape demand.
By Esteban Sarmiento, Puerto Rico Real Estate · Updated November 3, 2026 · Source: Stellar MLS | EN | ES
Quick answer: For 2027 our base case is about 295 luxury closings ($1M and above) worth $720 to $770 million, roughly flat from an estimated 301 closings and $755 million in 2026. The cautious case is 240 to 265 closings and the constructive case 320 to 345. The main drivers are mortgage rates (Fannie Mae expects 7.5% through 2027), the end of the 0% Act 60 window on December 31, 2026, and new luxury inventory. Industrial space in San Juan is tight, with 3.3% vacancy. These are estimates, not published statistics.
Puerto Rico market in 2027: the luxury forecast in three scenarios
We expect Puerto Rico’s luxury market to move sideways in 2027, with the outcome set by mortgage rates, the end of the 0% Act 60 window and how many new luxury towers reach the market. By our estimate, 2026 will close with about 301 luxury sales ($1M and above) worth $755 million: 72 in Q1, 86 in Q2, 73 in Q3 and a base-case 70 in Q4 (Stellar MLS, with Q4 estimated). For 2027 we see three scenarios. Taken together, these numbers show where the Puerto Rico market in 2027 stands today.
2026 combines Q1 to Q3 closings from Stellar MLS with a base-case Q4 estimate. 2027 scenarios are Esteban Sarmiento’s estimates, not forecasts of any single price.
| Scenario | Luxury closings 2027 | Volume 2027 | What has to happen |
|---|---|---|---|
| Cautious | 240 to 265 (−16% vs 2026) | $600M to $650M | Mortgage rates stay at 7.5% or higher, fewer new Act 60 buyers after the 4% rate starts, an oil shock hits the economy, and new towers add resale competition. |
| Base | 280 to 310 (−2%) | $720M to $770M | Rates ease slowly from 7.4% to near 7%, cash buyers keep 55% to 60% of closings, and buyers from the 2026 Act 60 wave complete purchases. |
| Constructive | 320 to 345 (+11%) | $820M to $880M | Rates drift toward 6.6% to 6.8%, reshoring and pharma investment lift relocations, and the largest Dorado Beach deals return. |
Mortgage rates in the Puerto Rico market in 2027: higher for longer
Fannie Mae’s October 2026 forecast calls for the 30-year fixed rate to average 7.4% in Q4 2026 and 7.5% throughout 2027, up from 6.7% in its September outlook. It also expects U.S. home prices to rise only 0.6% in 2027. The Mortgage Bankers Association expects rates above 7% through 2027, easing to 7.1% by year-end, while TD Cowen anticipates about 6.6%. The latest weekly average from Freddie Mac was 7.24% on October 29, 2026. Price tier matters, because the Puerto Rico market in 2027 behaves differently at each level.
For Puerto Rico luxury, rates matter less than for the rest of the market: 58% of Q3 2026 luxury closings were cash, and 89% in the $3M to $5M tier. But they shape the $1M to $2M tier, which is 70% of luxury closings and has the most financed buyers.

The Puerto Rico market in 2027: economy and tax policy
The Puerto Rico Planning Board projects slow growth, with upside from reshoring and a downside if oil prices stay high: Policy and economic decisions feed directly into the Puerto Rico market in 2027.
| Scenario | Fiscal year 2026 | Fiscal year 2027 |
|---|---|---|
| Base | 0.4% | 0.3% |
| Optimistic (reshoring, reconstruction, tourism) | 2.3% | 1.0% |
| Pessimistic (oil above $100 for months) | −1.6% (year not specified) | not stated |

Act 60 changes the demand mix. Under Act 38-2026, individual investor decree applications filed on or before December 31, 2026 keep the earlier rules (0% on interest, dividends and post-residency capital gains through 2035). From January 1, 2027 new filings generally pay 4% and must show six years of non-residency before the move. Existing decrees keep their terms. The program now runs to 2055, which gives long-term certainty, but the lower tax advantage may slow the pace of new luxury buyers. The Act 60 export services incentives for businesses were not changed. This is general information, not tax advice.
Puerto Rico market in 2027: outlook by luxury area
These are our estimates, built on 2026 closings and today’s inventory. Location matters too: the Puerto Rico market in 2027 is really a set of local markets, each with its own pace.
Dorado Beach in the Puerto Rico market in 2027
Dorado has closed 54 luxury sales worth $217 million in 2026 so far (21 in Q1, 18 in Q2, 11 in Q3 and 4 in Q4), led by a $25 million sale at Dorado Beach Estates. It also holds 38 of the island’s 93 active listings above $5 million. We expect 2027 volume to depend on a handful of large cash deals, with pricing still negotiated and the best turnkey homes clearing first. See our Dorado Beach market report and Dorado Beach guide.
Condado and San Juan in the Puerto Rico market in 2027
New luxury towers in Condado add presale and resale competition in 2027, which should keep price per square foot flexible in the $1M to $5M range. Old San Juan and Paseo Caribe condominiums are drawing buyers who want walkable, newer product. See our Condado real estate guide.
Guaynabo and Río Grande in the Puerto Rico market in 2027
Guaynabo has the fastest-moving luxury inventory, with a 31-day median in Q3, 15 closings and 10 pending contracts. We expect it to stay strong for executive families in the $1M to $2M range. Río Grande’s resort residences produce large but uneven sales, so its numbers will stay lumpy.
Puerto Rico market in 2027: offices and warehouses where space is tight
For companies moving to Puerto Rico, industrial space is the scarce asset. JLL reported San Juan industrial vacancy at 3.3% in 2H 2025, with rents of $9 to $15.50 per square foot per year (average $12), a 2.25 million square foot pre-development pipeline from Toa Baja to Carolina, and more than $748 million of new pharmaceutical investment from companies including Amgen, Millicent Pharma, Terumo and Bethel Protective. Cushman & Wakefield reported San Juan office vacancy of 12.85% in Q1 2026, with Class A at 7.07% (the lowest in eight quarters) and an asking rent of $20.91 per square foot. If you plan to buy, sell or relocate, the Puerto Rico market in 2027 rewards preparation and local knowledge.

Our reading for 2027: tight industrial space rewards companies that start their warehouse search early and consider build-to-suit or land. In offices, Class A space is tighter than the overall vacancy suggests, so decision-makers should tour quality buildings before they lease. Explore our commercial real estate in Puerto Rico.
Puerto Rico market in 2027: moving a company with the one-firm playbook
A corporate relocation involves four real estate pieces at once: the office or headquarters, the warehouse or industrial site, housing for executives and owners, and housing for employees. Running them through one boutique firm keeps the calendar coordinated. This is an illustrative planning outline, not a guarantee of timing. If you plan to buy, sell or relocate, the Puerto Rico market in 2027 rewards preparation and local knowledge.
